NATURE OF WORK

 

Auditors conduct internal and external audits of accounting practices and records of receipts and expenditures.  You will audit and analyze fiscal records, financial transactions and accounts, and prepare audit reports.  You will also interpret and explain controlling laws and regulations to the entities being audited.  Auditors 2 additionally assign work, train auditors, review team members' completed audits, and prepare final audit reports, and efficiency reports.  You will also testify as an expert witness at appeal hearings.

 

Auditor Team Leaders lead a group of auditors conducting journey-level audits.  You will schedule audits, establish completion dates, and review reports for coverage of law violations, mathematical, and accounting accuracy, and technical soundness. You will also summarize and report statistics of findings.

 

Audit Managers plan, direct, and coordinate the activities of a professional auditing staff engaged in the examination, evaluation, and reporting on the accountability and effective management and utilization of funds administered by the Commonwealth.

 

Audit Specialists perform analytical and evaluative work in the examining, evaluating and reporting on the accountability and effective management and utilization of funds administered by Commonwealth agencies and recipient organizations.  You will formulate and negotiate substantive recommendations to adjust or modify operations in order to insure compliance with federal, State or departmental laws, regulations and policies, and improve the economy, efficiency, and effectiveness of operations.  Audit Specialists 3 perform distinctive managerial audits requiring specific individual audit programs developed by determining the scope, methodology and timing, and assessing the risk associated with each area of audit interest.

 

JOB REQUIREMENTS

 

You will be tested before your qualifications are reviewed.  Your test results will count only if you meet all job requirements.

 

You must be willing to travel.  Travel expenses will be paid.

Minimum Requirements

 

Auditor 1:  Four years of accounting and/or auditing experience; and 15 college level credits in accounting; OR 1 year of experience as a Financial Programs Trainee; OR an equivalent combination of experience and/or training which includes 15 college level credits in accounting and auditing.

 

Auditor 2:  One year as an Auditor 1; OR 1 year of auditing experience and 4 years of accounting and/or additional auditing work; and 15 college level credits in accounting; OR an equivalent combination of experience and/or training which includes 15 college level credits in accounting and 1 year of auditing experience.

 

Auditor Team Leader:  One year as an Auditor 1; OR 4 years of accounting and/or auditing experience which includes 15 college level credits in accounting; OR an equivalent combination of experience and/or training which includes the required 15 college level credits in accounting.

 

Audit Manager: One year experience as an Audit Specialist Supervisor, Auditor Supervisor, or Audit Specialist 3; OR 3 years of auditing experience and 4 years of accounting and/or additional auditing work including or supplemented by 1 year of supervisory accounting or account auditing experience; and 15 college level credits in accounting. OR an equivalent combination of experience and training which includes 15 college level credits in accounting, and 3 years of auditing experience including or supplemented by 1 year supervisory accounting or accounting auditing experience.

 

Audit Specialist 2:  One year as an Audit Specialist 1; OR 2 years of professional auditing experience and a bachelor’s degree including or supplemented by 18 credits in accounting and auditing; OR an equivalent combination of experience and training which included the required 18 credits in accounting and auditing.

 

Audit Specialist 3:  One year as an Audit Specialist 2; OR 3 years of professional auditing experience and a bachelor’s degree including or supplemented by 18 credits in accounting and auditing; OR an equivalent combination of experience and training which included the required 18 credits in accounting and auditing.

TESTING

 

The test will be administered on a computer.  Information about computerized testing is available online at www.scsc.state.pa.us OR in paper form at any State Civil Service Commission office.

The test will be administered in the Harrisburg, Philadelphia and Pittsburgh State Civil Service Commission offices, Monday through Friday.
